Ora3.exe not working

I am not able to start my Ora3.exe. i get this error Message""Windows is not able to access the specified device,file,path.you may not have the appropriate permissions to access the item""my firewall is not blocking it,idk what it is.But few days back it was working,what happened suddenly?.do i have to download the client or patch again,?coz when i logged in the exp was 1x.so is the new client released?so do i have to download that?PLEASE HELP ME OUT.
